WHAT
Do not create an admin server deployment until all of the secrets and keys it depends on are present.
WHY
Once the secrets are available, the admin server will be updated with a new secret digest/hash value and a new ReplicaSet created. The original ReplicaSet is known to be not used and its creation should be avoided.
HOW
Exit the creation of the admin server deployment in fleetshard when any of secrets that are depended on are not yet created.
