Update the SOP added in PR https://github.com/bf2fc6cc711aee1a0c2a/kas-sre-sops/pull/355 to include resolution steps using Cruise Control

WHY

In PR https://github.com/bf2fc6cc711aee1a0c2a/observability-resources-mk/pull/176 we added some alerts to notify SRE if replicas in a topic-partition were not spread out across the AZs correctly. However, we cannot add the resolution steps until Cruise Control has been added to the service. This issue is to go back and update the SOP to include these steps once the Cruise Control work is complete.
