WHAT

Strimzi enterprise instances that are not managing any kafkas should be scaled to 0 replicas.

WHY

To minimize the strimzi footprint in general and in particular for RHOC without any kafkas.

HOW

based upon MGDSTRM-11100 if we were to pursue this, it would be the FSO modifying the CSV installed by the bundle.

Given that strimzi instances will not initially be shared between RHOC and RHOSAK, we have greater leeway in controlling the deployments from the FSO.  Also it seems that the longer term planning of RHOC will be to move away from the monolithic strimzi, so we may never actually end up in a situation where the strimzi is actually shared between the services.
