      What

      Investigate if the RHOBS Observability Operator supports federation. 

      This may be done via ServiceMonitor.

      Why

      Some managed application services like RHOSAK requires federation of metrics from openshift-monitoring which our current observability operator supports. Before we decide to move to using the RHOBS observability operator, we need to know if they support this feature.
