We need to migrate the existing clusters and Kafka instances from SaaS to the new Hybrid model. This Epic contains all the Investigations and should be used for all implementation tasks as well.

Existing developer clusters are not migrated, developer / trial instances continue using the Saas model.

Existing standard clusters and all their instances need to be migrated:

1. The billing model of standard instances needs to be 'enterprise'
2. The type of the cluster needs to be 'enterprise' and the ownerId needs to be set to the owning organization id.

The problem is that our current data plane clusters are shared between multiple internal customers. Wee need to find a solution to fit that into the Enterprise model, where the cluster is owned by one organization.
