Following on from #190 this feature is to further extend the multi-tenant filter to support the mapping of `transactionalIds`.
Two tenants must be able to use the same `transactionalId`, without collision. RPCs that handle the transactionalids must be intercepted: requests must add the tenant prefix, responses must strip the tenant prefix.
