What
In order for OpenShift Stream for Apache Kafka to be applicable to highly regulated markets, the data plane must function correctly in OpenShift environments that have FIPS support enabled. This includes:
- Strimzi, Apache Kafka, Zookeeper and other associated components deployed to the dataplane (exporter, canary, cruisecontrol)
- Fleetshard Operator
- Observability

ROSA supports FIPS mode, so we can register those clusters.
Strimzi 0.33 has FIPS support, so the Data Plane needs to complete the work for Strizmi 0.33 as a prerequisite. There also needs to be a check made that Fleethard and Observability function correctly.
