[content] Add a descriptive toast alert when adding a permission is denied

When a user tries to create permissions in an instance that does not belong to him and he does not have access to, a toast alert shows up with the api error message. The message fails to clearly explain the problem. We should find a more descriptive message that explains the reason why permission was denied
