Update Grafana dashboards to track the new quota plug-in metrics (new metric names are still TBC).

Dashbaords that need updating are:

• The storage used and & quota limits panels of usage-and-limits-3-kafka-instances
• The Kafka Broker Quota panel of usage-and-limits-1-overview
  TBC any further usages of the metrics.

We can also remove any reference to soft Limits as these have been removed from the plug-in.

So that our monitoring remains accurate.

Guidelines
