WHAT

The new quota plug-in removes the total storage consumed limit policy and provides either Min available bytes (aka min free space) or min available ratio (aka min free percentage).

The new quota plug-in also requires something external from the plug-in to configure the admin client it uses to gather usage information.

WHY

To ensure producers are plug-in is correctly configured to prevent the cluster running out of storage.

HOW

1. Select the best policy for RHOSAK min free bytes or min free percentage
2. Have fleetshard set the appropriate configuration for that policy
3. Have fleetshard configure the admin client properties for the quota plug-in
