Write proposal for the support of more than one cluster / clusters with more than one broker

      WHAT

      Kroxy doesn't support more than one cluster or clusters formed of more than one broker at the moment. The model needs to be enhanced to provide this support.

      WHY

      All kroxy production use-cases will require this, including multi-tenant.

      HOW

      Develop a proposal for the above and social. It is probable that its implementation will be best expressed as an Epic.

      It is likely this proposal will incorporate the replacement of the AddressMapper API so it will probably resolve #139.
