WHAT

If we hit an instance of RHCLOUD-23176, the UI E2E tests will all fail.

WHY

We should be able to detect this failure, cancel the current test run and output a specific error that can be identified using TFA and also tracked to inform the Consoledot team of how often we see this.

HOW

Investigate how we can detect this specific failure mode and implement logic to handle it.

Blank page from console.redhat.com is correctly detected.
The current test run is cancelled.
An appropriate error is output and correctly identified using TFA.
