We learned on https://access.redhat.com/solutions/6963213 that for older ROSA clusters, where the customers intended to use bring-your-own-key encryption, owing to a bug the storage uses the default AWS managed KMS key rather than the key the customer has provided.
We still want to support customers with older ROSA clusters who wish to use bring-your-own-key encryption seamlessly.
