The UpdateST check for the presence of `StrimziUpgrading` status reason was broken by the addition of an annotation check in `AbstractKafkaCluster#isReconciliationPaused` made for the instance suspension epic (MGDSTRM-9778).

The condition to determine whether the MK's Kafka operand has reason `StrimziUpgrading` should be restored to not check for the annotation, like the old code.
