      Issue Description: To support CVP, shard-operator should start successfully without ant dependency. Currently operator have below dependency on startup.

      IstioGatewayProviderImpl -> setup(@Observes StartupEvent event)
EventBridgeOidcClient -> scheduledLoop()
ManagerSyncServiceImpl -> syncUpdatesFromManager()

       

      Acceptance Criteria: Operator should start independently without any dependency.
