Issue Description:
Currently RHOSE only supports webhook error strategy, with MGDOBR-780 also Kafka Topic strategy will be supported.
There is enhancement request to expose also an /errors/[id] API to let user poll and fetch errors MGDOBR-784.
The goal of this ticket is verify if it is possible to use KTable concept to provide a random access API on top of the topic.

Acceptance Criteria:

• A PoC (even a spare quarkus application that reads from error-handling topic) is done to verify if this solution can enable MGDOBR-784
• Collect information about performance implications/data reliability/scalability of KTable in this context
