Issue Description: Using the RHOC selenium testing framework, we should introduce test suite of RHOSE on console.redhat.com, For more details see parent epic.
Acceptance Criteria:
- test that loads main RHOSE screen on console.redhat.com and assert 'No Smart Event Instances' presence
