Issue Description:

As a customer of RHOSE, I want to update the type of Action on a Processor so that I can react to changing Processing requirements.

Acceptance Criteria: 

• A customer can change the type of an Action on a Processor
• Any infrastructure for the previous Action is fully garbage collected
