Issue Description: Best practice recommendation is to include an observedGeneration field into the status sub-resource of custom resources. This makes it easier to debug which version of the CRD a controller has successfully reconciled.

Acceptance Criteria: 

• observedGeneration is added to the status field of our CRDs each time a reconcile loop is successfully completed by the Fleet Shard Operator
