Issue Description: 

We need to ensure that components in the Data Plane are well placed. By this I mean that we make use of the multi-AZ functionality of Data Plane OSD clusters and try not to colocate too much onto a single worker node.

Acceptance Criteria: 

• Investigate placement rules for components within the Data Plane in terms of considerations like multi-AZ and colocation
• Create follow on tasks to implement the placement via the Fleet Shard Operator

Out of Scope: 

• Do the actual implementation of the placement logic
