Issue Description: AWS RDS is retiring the version of Postgres that we're running in our production environment. We need to upgrade to a supported version. We're currently running 13.3 in our environments. The most recent version of the 13.x series is 13.9, so this is the target for update.

Acceptance Criteria: 

• All RHOSE environments are running Postgres 13.9
• For production, ensure that Notification Service are made aware of the brief outage that will be required

Additional Information: 

• This will cause a brief outage in production as the AWS RDS instance needs to failover once one of the nodes is updated to the new version of Postgres.
