Issue Description: In order to deploy the KafkaSink resource for a SinkConnector, the data plane has to retrieve the list of resources to be created/updated/deleted from the control plane. 

Acceptance Criteria: Implement a scheduled function to retrieve the list of SinkConnector resources from the ShardAPI of the control plane

Out of Scope: The creation of the CRD for the SinkConnector
