Issue Description: 

v2 needs an endpoint to return ALL Processors that need to be in the Data Plane.

Acceptance Criteria:

A REST endpoint returning the payload described in the MGDOBR-1186 document.

Additional Information: 

ALL processors that have the Control Plane conditions complete need to be returned.
