Issue Description:
Currently the Data Plane can independently decide when a resource has exceeded the time allowed for the provisioning process. It is the control plane that owns decisions around what and when things should be deployed, so it feels logical that it owns the decision around something is considered "timed out".
This task tracks the idea that the timeout for provisioning should be controlled and monitoring in the Control Plane rather than in the data plane.
Acceptance Criteria:
- Discuss the idea of moving timeout logic into the control plane
- Understand how we would communicate this between control plane and data plane
- Define the implementation steps.

- This is not an implementation task. This is an investigation task to decide if this is a good idea and how we would approach it.
