Issue Description: To be consistent in all our environments, CI and local dev should use the same version of Kubernetes as our production environment.

Acceptance Criteria: 

• CI pipeline should be updated to use the same version of Kubernetes as production
• local dev experience should be updated to use the same version of Kubernetes as production

Additional Information: 

• Take the version of Kubernetes to use from our production data plane. Our control plane is deployed to OSD clusters managed by App-SRE so we have less control over when they are updated.
