Issue Description:
A Bridge can become FAILED if it has an Error Handler Processor that failed. The Bridge instance needs to remain editable if the status is FAILED (in addition to READY) so that the Error Handler definition can be corrected.

Acceptance Criteria:
InstancesListPage (and possibly elsewhere) allows for the Bridge to be edited if its status is either READY or FAILED.
