Issue Description: 

Due to us having to rebuild the data plane and also not yet having a Shard Management API, the router_canonical_hostname entry is not correct in our stage Fleet Manager

Acceptance Criteria: 

• Update the router_canonical_hostname entry for the stage data plane to be correct

Out of Scope: 

• Implement a new Shard management API.
