      Issue Description: 
      osde2e periodic job will need to be setup to release addOn production.

      I was checking out the corresponding link to learn more about osde2e (https://github.com/openshift/release/blob/master/ci-operator/jobs/openshift/osde2e/openshift-osde2e-main-periodics.yaml)
      I learned that MR need to be raised to include our project into below file :
      https://github.com/openshift/release/blob/master/ci-operator/jobs/openshift/osde2e/openshift-osde2e-main-periodics.yaml

      I am taking the reference from connector addOn to see how they do it.

      Forking Prow Operator Test repo and creating test_harness for us.

      Acceptance Criteria: Shard-operator-test-harness  need to setup
