Issue Description:

The work to install our data plane via the AddOn model is still on-going. To de-risk our deployment strategy for the internal service preview, we should create a kustomize overlay that will allow us to deploy an instance of our Shard onto our production OSD cluster.{}

Acceptance Criteria: 

• We have a new overlay that will deploy only the Shard to our production data plane OSD cluster
• Have the ability to apply this overlay to our production data plane OSD cluster automatically.   

Out of Scope: 

• Installing the dependencies for the Shard. Assume that the required operators have already been installed and configured.

Additional Information: 

• The Shard will need to connect to the production deployment of our Fleet Manager on app-interface
