      Issue Description: in order to fetch secrets from AWS secret manager we have to deploy the external secret manager in the CI pipeline

      Acceptance Criteria: the github pipelines deploy the external secret manager

      Out of Scope: migrate the CI to use the secrets from the external secret manager
