      WHY
      As RHOAMs developer I want to ensure that we are using latest version of 3scale available

      WHAT
      Before releasing RHOAM 1.44, we need to update 3scale to latest version (2.16.2 is currently in QE tests) which supports openshift 4.20 which would be good to have.
