WHY
As RHOAM developer I want to ensure that RHOAM is supported on latest available version of OSD

WHAT
Before releasing RHOAM 1.43 we need to make sure that we are supporting OSD 4.18 or 4.19 if already released.
This can be blocked by 3scale operator (2.16 is in QE and supports 4.18). RHOAM currently uses 2.15.3 which supports up to 4.17
