WHY
We want to use the latest version of limitador.

WHAT
Bump RHOAM's version of limitador from 0.5.1 to the latest version (currently 1.3.0).

Need to double check if there is a productized version available. - UPDATE: No productized version of limitador as of 26/01/2024
New limitador image can be found here: https://quay.io/repository/kuadrant/limitador (1.3.0 version)

HOW
Note: It looks like there were some changes to the syntax in version 1.0.0 that we may need to account for.

Note: 3scale SaaS recently migrated to the operator. We are currently just using limitador directly (and this probably doesn't need to change), however here is a Slack thread of them discussing the migration which may be useful - UPDATE: Please create follow up Jira to investigate the possiblity of the move and for RHOAM 1.40, use kuadrants image.
