As we remove Grafana Operator we need to simulate it work by ourselves. For this we decided to use Package Operator.

Investigate Package Operator and how can we create everything from here using PO.

HOW
The Package Operator documentation is a good starting point.
Fork MTBR (Managed Tenant Bundles Repo) and create a new branch, use fleetshard.
Investigate how to reproduce everything created by Grafana Operator in that yaml file.

the secrets should not be created in the Package Operator
