WHY
We want to confirm that all our current customers' clusters have healthy installations of the observability-operator (OBO) and the package-operator (PO).

WHAT
Before we deploy OBO support into the field we need to first confirm that the existing RHOAM clusters have OBO and PO installed and that they are working properly.

The goal of this ticket is to write a new SOP in integreatly-help that provides the commands to verify on each cluster that:

1. OBO is installed
2. OBO is healthy
3. PO is installed
4. PO is healthy
