Create e2e test that checks that OBO Namespace recovers

      WHY
      It is important that we implement e2e tests while completing the OBO migration.

      WHAT
      Create a new e2e test that verifies that the "redhat-rhoam-operator-observability" Namespace will get recreated by the package-operator if it is deleted.

      HOW
      The test itself should go in the test/common folder. Because the test is destructive, it probably shouldn't go in the OBSERVABILITY_TESTS block here.

      We should probably create a new block called DESTRUCTIVE_OBSERVABILITY_TESTS and put it there. OR we could refactor the existing "J03 - Verify namespaces restored when deleted" test and leverage that.
