WHY
The uninstalll of OO can not be done in one step.

WHAT
As part of move to OBO, OO needs to be removed. MGDAPI-5808 is tasked with doing the main remove of the code. This ticket is a follow up to remove any code that may being necessary to uninstall OO.

HOW

Ensure all production clusters are all on 1.38 (ignoring cluster stuck on 1.34)

Remove the clean up code.
Tip: know places will have todo comments with this jira number.
