WHY
RHOAM needs to be able to consume 3scale releases from mas

WHAT
Testing of RHOAM (master) + 3scale 0.11.6mas-17 dev build showed that RHOAM operator updates some of 3scale DCs continuously and that causes constant 3scale pod rollouts. Unclear why, might be related to https://issues.redhat.com/browse/MGDAPI-5306

The 3scale gets stuck in "In Progress" in RHMI rhoam CR and the installation never completes.

Scaling down RHOAM operator makes the 3scale rollouts stop so that indicates that some modifications to RHOAM operator are required.
