WHY
We want to be able to use the latest version of OBO Promtheus dependencies with RHOAM. We are currently using: https://github.com/integr8ly/integreatly-operator/blob/mgdapi-5727-obo/go.mod#L39 which should be brought to latest available.

WHAT
The latest version of OBO Prom is https://github.com/rhobs/obo-prometheus-operator/tree/rhobs-rel-0.65.1-rhobs2 0.65.1 - which we should get to keep up to date with APIs.

HOW
Update the version on https://github.com/integr8ly/integreatly-operator/blob/mgdapi-5727-obo/go.mod#L39 to 0.65.1 and resolve the dependencies issues.
It might turn on for RHOAM to not be able to consume this version due to deps mismatch - if so, please create a follow up Jiras.
