WHY
Multitenant RHOAM has different request and limit requirements to standard RHOAM

WHAT
Update the Marin3r Operator Pod to a limit of 800MB

Update the Observability Operator Pod to a limit of 1000MB

These should only be set for multi tenant RHOAM

HOW

Both are currently set in the CSV and need to be updated there

Need to investigate the best way to do this. Possibly programmatically in RHOAM. 

We should consider that OO Operator is moving AND Marin3r may be productized in the future.
