WHAT
RHOAM install on GCP from master gets stuck in '0' maintenance hour is set

Postgres CR error:

status:
  message: 'failed to create cloudSQL instance: failed to create cloudSQL instance:
    googleapi: Error 400: Invalid request: Invalid maintenance window. Hour of day
    is unspecified., invalid'

If maintenance hour is set to some other value (e.g. '1') the install gets unblocked.

it's probably an issue with the default value being omitted during serialization
