WHY
We need to be able to federate kubestate and other metrics from the openshift-monitoring Prometheus instance to the OBO Prometheus instance in order to maintain current functionality.

WHAT
Determine how to federate certain metrics from the openshift-monitoring Prometheus instance to our Prometheus instance in the openshift-observability-operator namespace. If this functionality is not possible, we will need to raise the issue with the RHOBS team and ask them to support it. When RHOSAK eventually migrates to OBO they will need this functionality as well.

HOW
Start by looking at the MonitoringStack CR.

Also check if these metrics are already supported by default - in which case we may not need to federate the metrics.

• Determined how to federate metrics from openshift-monitoring to openshift-observability-operator.
• If it is currently not possible, raise the issue with RHOBS team and ask them if they can support it.
