WHAT
1. When a custom domain is added via SOP we need to ensure that the custom domain status block is added to the rhmi CR

2. If a custom domain is added to OCM after 3scale is already installed, the value in ocm will be ignored. Therefore, the custom domain block should not appear in the RHMI CR. A second problem here is that the label routing_subdomain in metric rhoam_spec does not match the value on the RHMI CR.

When the domain is update the metric is duplicated with different labels.
