A Managed Script for allowing the updating of APICAST_LOG_LEVEL for an SRE to carry out on customer request

In the longer term we'd like to have a list of things that can be exposed - see related Jira

Please provide a Managed Script for this as part of this Jira following on from previous Jira which created an SOP.

Managed Script is available to SRE in order to allow the user to temporarily set the log level in their installation.
