[ENG] Re-delegate back configurations to 3scale Operator

RHOAM does some custom configurations that are application configuration or logic that should exist in 3scale Operator instead.

This epic tracks the work to move and allow these configurations to be defined via the APIManager CR and have the 3scale Operator be responsible to these configurations instead.
