WHAT
It is possible that there is a delay in adding the "USE_CLUSTER_STORAGE" env var to the subscription config by Hive. 

This delay can cause the RHMI CR to be created with the field being empty in the CR preventing installation and requiring manual intervention by CSSRE.

We should probably wait until we can fetch the env var value before creating the RHMI CR to prevent this [1]
