WHAT
When the image of envoy is bumped to a registry.redhat.io/openshift-service-mesh/proxyv2-rhel8:2.2.3-6 (which is a minor bump from 2.1 to 2.2) the rate-limiting breaks at the self managed rate limiting level. We need to understand why is this happening and what changes need to be done in order to get it fixed.

trepel might have more knowledge around which of the 3scale smoke tests is failing exactly along with some logs.
