WHAT
For the fleet wide dashboards for SLO usage two metrics need to be exposed. These are for the `Overall SLO %` and `Remaining Error Budget` metrics.

The metrics need to be exported to openshift monitor with all unnecessary labels striped.

HOW
Adding a new rule for each metric to the rhoam-telemetry prometheusRule cr.
