WHAT
Investigate how we might handle the following scenario: 

Customer has a self managed 3scale operator and the RHOAM operator installed on cluster. RHOAM wants to move to cluster scoped. 

Can we delete the customers 3scale Operator but not CRs, install RHOAM cluster scoped and let the RHOAM 3scale operator pick up the existing 3scale CRs and manage them.

RHOAM will then manage both 3scale installs (APIManager CRs) 

HOW
Replicate this scenario and record the steps required.

Need to consider capability CRs?? 

We might be able to utilise the APIManagerBackup and Restore.

May also require a DB backup.
