delete the 3scale rds in aws cli , follow sop to restore https://gitlab.cee.redhat.com/rhcloudservices/integreatly-help/-/blob/master/sops/2.x/backup_restore/rds.md will need to delete the automatically created empty DB. set the skipcreate flag. once the db is restored , remove the skipcreate flag , CRO will go into a crashing state.
